Ce texte présente les fondements historiques et politiques du retard temporel de l'existence des universités au Brésil, résultant de la politique d’exploitation lors de la colonisation portugaise du pays (1500-1822). Il analyse également cette lacune dans la logique contradictoire de l'Empire du Brésil (1822-1889), qui assume une indépendance politique mais conserve l’esclavage et la structure de production basée sur de grands domaines. Dans ces formes économiques et politiques, l’existence d’établissements d'enseignement supérieur ne résulte pas d’une demande sociale, ils sont destinés aux élites et à la légitimation du pouvoir économique. L’article met l'accent sur les politiques d'offre de places entre 1996 et 2016, avec la re-démocratisation du pays après la dictature civile militaire (1964-1985). La société brésilienne produit deux projets d'organisation de la société et, par conséquent, de l'enseignement supérieur. Un projet néolibéral étend la marchandisation et la formation universitaire privée, avec ouverture des parts de capital sur le marché boursier et expansion de l'enseignement à distance. Un projet  populaire et démocratique formule une politique d'accès à l’éducation, avec la création de nouvelles universités publiques, une politique de financement public de l'enseignement universitaire, une ouverture de  l'Université aux groupes sociaux historiquement privés de leurs droits. Ce texte présente une évaluation historique et critique de ces deux projets et de leurs contradictions.This paper presents the historical and political foundations of the time lag concerning the existence of universities in Brazil, as a result of a policy of exploitation during the Portuguese colonization of the country (1500-1822). It also analyses this gap within the contradictory logic of the Brazilian Empire (1822-1889), which assumes a political independence but keeps slavery and a production structure based on large landed properties. Within these economic and political forms, the existence of higher education institutions is not a result of social demand, rather they are intended for the elites and the legitimacy of economic power. This paper emphasizes the policies of provision of vacancies, which was carried out between 1996 and 2016, with the redemocratization of the country after the civil-military dictatorship (1964-1985). Brazilian society produces two models of social organization and consequently of higher education. There is a neoliberal project that extends the commodification and the privatisation of university education, with the opening of shares in the stock market and the expansion of distance education. There is also a popular and democratic project that formulates a policy of access to education, with the creation of new public universities, a public funding policy for university education, and an opening up of the universities to the social groups historically deprived of their rights. This text presents a historical and critical assessment of these two projects and their contraditions.
